Pistorius eyes 45s barrier in Olympics bow

Oscar Pistorius said Wednesday he is targeting breaking the 45-second barrier in the 400m as he prepares to become the first double amputee athlete to compete in the able-bodied Olympics.

The South African, known as 'Blade Runner' because he runs with carbon fibre prosthetic running blades, competed in the Athens 2004 and Beijing 2008 Paralympics.

But the 25-year-old can now make his debut in the Olympics following studies that found his prosthetics give him no advantage over his able-bodied rivals.

His personal best is 45.07sec in the 400m and Pistorius wants to smash the 45-second barrier when he takes his place on the London 2012 track.

"I'd love to. I'm in good shape. I feel very strong. I've had a good season," he said.

"I'm really hoping to at least make the semi-final and if I can run a personal best, I'd be really, really happy.

"Hopefully this can be the highlight of my career.

"When I found out I had made the team, a certain pressure left and another pressure came in.

"It hits you when you're standing on the starting blocks. At Athens and Beijing, that's when it really dawned upon me.

"If I can imagine the excitement that I've had over the last couple of weeks, I can't imagine what it's going to be like when I'm finally out there on the track."

Pistorius is set to compete in both the 400m and the 4x400m relay.

He is clear to compete on condition he uses the same prosthetic legs that have been used in Paralympic sport since 1996.

He said exhaustive tests had proved that running on blades gave him no advantage.

"If I had to listen to the five percent of negativity, I wouldn't be here," he said. "If I have such an advantage, why isn't everybody else running the same times?

"Any improvements since I've started have not been from any aid or any changes made. They've been through hard training and a lot of sacrifice," Pistorius said.

"One day they will be able to make a prosthetic leg -- if not already -- that could give an advantage.

"In my heart, I know what's right and I wouldn't be running if I had any doubt."

Pistorius has throughout his life competed in able-bodied sports.

"I grew up not really thinking I had a disability; I grew up thinking I had different shoes," he said.

In the 4x400m relay -- where South Africa finished second in the 2011 world championships -- Pistorius said he thought the second or third leg would be his best as he is a comparatively slow starter with his blades.

"On a running start, I'll probably be more use to the team," he said.

Pistorius -- 13 kilogrammes lighter than he was in Beijing -- said he had no worries about competing in both the Olympics and the Paralympics, where his 89-year-old grandmother will be coming to watch him.

Pistorius said fame was "the one thing that I haven't enjoyed much".

He said receiving letters from children around the world was great but otherwise it had "never been something I cared much about".

"Fame isn't going to make me faster," Pistorius explained.

Tea partier Ted Cruz wins Texas Senate runoff

Ted Cruz clinched the Republican nomination in the Texas Senate runoff race Tuesday night, handing the tea party a major victory and instantly becoming the odds-on favorite to win the open seat this fall.

Cruz, a Cuban-American lawyer who formerly served as state?solicitor general, received 56 percent of the vote to 44 percent for Lt. Gov. David Dewhurst with 82 percent of precincts reporting.

"Tonight is a victory for the grassroots. It is a testament to Republican women, to tea party leaders and to grassroots conservatives," Cruz said in his victory speech. "This is how elections are supposed to be decided-- by 'we the people.'"

Dewhurst, who was backed by Gov. Rick Perry, easily dominated the nine-candidate May 29 primary with 44 percent of the vote. But he failed to receive the majority required to avoid a runoff against second-place finisher Cruz. Due to significant tea party support and grassroots exposure, Cruz was able to stay competitive against Dewhurst, who remained well-funded and well-connected.?As of July 11, Dewhurst had raised over $24.5 million compared to Cruz's $9 million, according to reports filed with the Federal Election Commission.

At his concession speech, Dewhurst told an audience of supporters that this was not how he "envisioned" the night turning out. "We came up a little short this evening, which is something I'm not used to-- being short," Dewhurst, who stands at 6 foot 5, said. "But we will never stop fighting for our beloved Texas."

Despite Dewhurst's electoral advantages, by the time of Tuesday's election, Cruz had become widely regarded as the runoff frontrunner.

Cruz's victory is a major coup for the tea party, which had made this high-profile race a top target as it seeks to prove its continued electoral influence. Cruz drew support from Sarah Palin, Rick Santorum, Ron and Rand Paul, FreedomWorks, the Tea Party Express and many other groups and politicians for his underdog bid.

"Ted Cruz is a champion of economic freedom and we look forward to seeing him fight for America in the Senate ," Club for Growth president Chris Chocola said in a statement following Cruz's win. "Ted Cruz won because he clearly articulated the pro-growth message that Republican voters across the country have responded to. Tonight, Texas Republicans have shown Washington that the people do not work for the politicians ? the politicians work for the people."

"This has been a hard-fought and spirited primary battle and the people of Texas would have been fortunate to have any one of these well-qualified candidates as their next U.S. Senator. But I could not be more pleased with the nomination of Ted Cruz and I offer my warmest congratulations to Ted, his wife Heidi and their two daughters," National Republican Senatorial Committee chairman John Cornyn, a fellow Texan, said in a statement. "He and his team ran a remarkable race and this is a well-deserved and well-earned victory."

His win not only reinvigorates the tea party movement, it sends immediate shockwaves through the Texas political establishment, which was firmly behind Dewhurst.

The tea party has scored major victories this cycle with the defeat of Indiana Sen. Dick Lugar and the victory of Wisconsin Gov. Scott Walker, who faced a recall vote. But some contests have proved to be losses, such as?the Utah Senate primary.

Cruz this November will face former state Rep. Paul Sadler, who won the Democratic runoff Tuesday. The seat, currently held by retiring Republican Sen. Kay Bailey Hutchison, is favored to remain in Republican hands.

More Than 9,000 AR College Students At Risk of Losing Scholarships

More than 9,000 Arkansas college students are at risk right now of losing their lottery scholarships and an estimated 4500 will likely lose them this coming academic year, according to figures from the Arkansas Department of Higher Education.

"That money is gone, yes," said Shane Broadway, the department's director.

In sum, 4500 students last year lost their scholarships totaling $27 million. Broadway has said the money cannot, by law, be recouped. The department calculates that loss going into the next year.

The department estimates 70 percent of the students who are currently at risk will bounce back. They have until Oct. 1 to get their grades up.

In order to maintain their scholarships, students must have a minimum 2.25 grade point average.

Temperature of Hong Kong is predicted to rise by two to three degrees Celsius in 30 years

ScienceDaily (July 31, 2012) ? The temperature in the inner urban areas of Hong Kong is predicted to rise by two to three Celsius degree in 30 years' time, according to the latest scientific study by researchers at the Department of Land Surveying and Geo-Informatics of The Hong Kong Polytechnic University.

The study was done by PolyU Professor Janet Nichol and her research student Mr To Pui-hang, together with Chinese University's Professor Edward Ng Yan-yung, using remote sensing technology and satellite images. They have mapped the distribution of temperatures for both daytime and nighttime over Hong Kong at decadal intervals up to 2039, taking into consideration the temperature change due to greenhouse-induced warming as well as the impact of urbanization. The latter is known as the Urban Heat Island (UHI) effect.

Professor Janet Nichol said the UHI effect means an urban area is significantly warmer than its rural surroundings. The temperature difference is usually larger at night and in winter. There are several causes leading to UHI. These include high-rise buildings which block thermal radiation at night, materials with thermal bulk properties such as asphalt and concrete, and the lack of vegetation in urban areas. With its densely populated urban area, Hong Kong provides a typical example of the UHI effect.

While temperature projections for the city carried out by the Hong Kong Observatory have reflected the expected temperature change due to greenhouse-induced warming, they have failed to address the direct effects of urban development. In contrast, PolyU research has examined temperature changes due to both global warming and urbanization effects independently.

"Urbanization is an additional factor in causing temperature rise, and if current trends are continued, temperatures could increase much faster in the future," said Professor Nichol.

Given no further urbanization, the annual mean temperature in Hong Kong will rise by 3.0 to 6.0 Celsius degrees by 2100 (according to a study of the Hong Kong Observatory in 2007). However, the mean temperature is predicted to rise by 3.7 to 6.8 Celsius degrees within the same period with a constant urbanization rate as before. The impact of urbanization effect or UHI magnitude is estimated at 0.08 Celsius degrees per decade.

In predicting future rise in temperature, Professor Nichol has made use of satellite images for baseline air temperature mapping, global climate models for the projection of greenhouse-induced warming, and plot ratio to reflect the degree of urbanization. She also noted that air temperature is more sensitive to the density rather than the height of buildings, though the latter cannot be fully neglected.

The study found that in 2039 most urban areas in Hong Kong would have a two to three Celsius degree increase in daytime air temperature, indicated by the original dark green areas changed to yellow. This indicates an average increase of temperature on a summer day in urban districts, from currently 35 Celsius degrees to just less than 38 Celsius degrees in 2039.

Moreover, over the next three decades night time temperatures in the centre of Kowloon are expected to show at least an increase by two Celsius degrees, reaching over 31.5 degrees at night. This means that most urban districts in the city that are currently "comfortable" at night will become "uncomfortable" by 2039. As a result, those people who cannot afford air conditioners will suffer heat stress both during the day and at night.

Professor Janet Nichol also urged city planners to take into consideration the wind speed requirements for residential buildings in urban areas so as to achieve a more favourable living environment for city dwellers. This is called "sustainable urbanization."
