NKorean farmers cite grave drought; aid unlikely

NAMPHO, North Korea (AP) ? North Korea is reporting a serious drought that could worsen already critical food shortages, but help is unlikely to come from the United States and South Korea following Pyongyang's widely criticized rocket launch.

North Korea has had little rain since April 27, with the country's western coastal areas particularly hard hit, according to a government weather agency in Pyongyang. The dry spell threatened to damage crops, officials said, as the country enters a critical planting season and as food supplies from the last harvest dwindle.

In at least one area of South Phyongan Province where journalists from The Associated Press were allowed to visit, the sun-baked fields appeared parched and cracked, and farmers complained of extreme drought conditions. Deeply tanned men, and women in sun bonnets, worked over cabbages and corn seedlings. Farmers cupped individual seedlings as they poured water from blue buckets onto the parched red soil.

"I've been working at the farm for more than 30 years, but I have never experienced this kind of severe drought," An Song Min, a farmer at the Tokhae Cooperative Farm in the Nampho area, told the AP.

It was not clear whether the conditions around Nampho were representative of a wider region. The U.N. Food and Agriculture Organization said it had not yet visited the affected regions to confirm the extent and severity of the reported drought.

North Korea has suffered chronic food shortages for the past two decades because of economic and agricultural mismanagement as well as natural disasters. A famine in the 1990s killed an estimated hundreds of thousands of people.

The country's past appeals for food aid have been met with some skepticism, however, amid concerns that aid would be diverted to the military and Pyongyang elite without reaching the hungry.

The U.S. government suspended food handouts to North Korea in 2009 after Pyongyang expelled foreign food distribution monitors.

In February, the U.S. reversed course and agreed to provide 240,000 metric tons of food aid in exchange for a freeze in nuclear and missile activities.

However, the deal collapsed after North Korea launched a long-range rocket last month in what it called a failed attempt to send a satellite into space to study the weather.

The launch was widely criticized by the United States and others as a thinly disguised attempt to test missile technology in violation of both the U.S. food deal and U.N. bans on North Korean ballistic tests. The launch drew U.N. Security Council condemnation.

"The United States would like to get to a place where we could once again contemplate providing nutritional assistance to North Korea," Glyn Davies, the top U.S. envoy for North Korea, said last week. "Sadly, that is not the case right now, in the wake of their decision, in March, to announce" the rocket launch.

South Korea's conservative government has cut off large-scale direct food aid to North Korea since taking office in 2008, saying Pyongyang should first take steps toward nuclear disarmament.

North Korea's dry spell is expected to last until the end of the month, the country's State Hydrometeorological Administration said.

Bureaucrats and workers have been mobilized to irrigate farms, repair wells and keep water-pumping equipment operating, state media reported.

Seedlings are being moved from seed beds to the fields, where they need enough moisture to form strong roots, Percy Misika, the Food and Agriculture Organization's representative for China, North Korea and Mongolia, said Monday from Beijing.

"Any dry spell at this critical time means the seedlings are definitely going to wilt away, and there will be no harvest at the end of the day," he said.

Misika said FAO officials are trying to visit areas suffering from a lack of rain. "If it's going to last for one or two weeks more, it's going to be critical, but if it's a shorter period of time there could be hope," he said.

Droughts are common in spring, winter and autumn in North Korea, the FAO said in a special report late last year. Climate change has led to more extreme weather, making winters colder, summers packed with more intense rain and typhoons, and droughts more frequent and prolonged, it said.

South Korea's Korea Meteorological Administration said it could not confirm the dry spell without on-the-ground equipment, though satellite photos have shown no big rain clouds over North Korea since late April. North Korean dispatches sent to an international weather center also show the country has had little rain over the past month, spokesman Jang Hyun-sik said in Seoul.

What Will Facebook?s Perfect Storm Of An IPO Leave Behind?

calming-manatee-2The Facebook IPO was supposed to be Silicon Valley's shining moment.?It's the book-end for the decade of recovery that followed the first wave of consumer Internet companies. It was the debutante ball for the next great Silicon Valley company, the one with the most potential to last a generation or longer. Instead, it's turned into a public relations disaster. If we look a little more closely though, the Facebook IPO probably has more devastating consequences for the rest of the late-stage private market than it does for the company itself.

Do SPOP mutations define a new molecular subtype of prostate ...

Posted on by Sitemaster

A Letter to the Editor just published in the journal Nature Genetics has suggested that that so-called SPOP mutations may be responsible for between 6 and 15 percent of the prostate cancers diagnosed in the USA each year.

Barbieri et al. carried out DNA sequencing of the exomes of 112 prostate tumor and normal tissue pairs. They found that SPOP was the most frequently mutated gene. Prostate cancers with mutant SPOP genes appear to be missing ETS gene family gene rearrangements and ? according to Barbieri et al. ? demonstrated a clear pattern of genomic alterations. They postulate that prostate cancer tumors with SPOP mutations may define a new molecular subtype of prostate cancer.

Regular readers of the cancer literature will have noticed the increasing frequency with which we are starting to be able to identify subtypes of cancer based on specific genetic mutations (as opposed to which organ a cancer grows in). Among the more striking recent findings was the?anaplastic lymphoma kinase (ALK)-positive subtype of non-small-cell lung cancer, which can now be treated with a very specific new drug called crizotinib (Xalkori?). Just last week it was announced (in a paper to be presented at the upcoming ASCO annual meeting) that crizotinib also has activity in certain rare pediatric cancers that are also associated with expression of the ALK-positive gene. Carriers of the ALK-positive gene can be identified through the use of a complementary test.

Identification of specific genetic subtypes of prostate cancer may ? similarly ? allow us to develop therapies that can be targeted to genetic subsets of prostate cancer.

FXI Cotton Candy ICS-on-a-stick gets May release date, sweetened design

Is that an Ice Cream Sandwich riding shotgun atop your Cotton Candy stick? It may sound like a delicious carnival delight, but munching on this bad boy will send you to the hospital faster than a family pack of deep-fried Oreos. Keeping up the confection theme, FXI has coined the treat in question as Cotton Candy, and we got our first taste of the refresh back in February at Mobile World Congress, where we went hands-on with the bite-size computer-on-a-stick. FXI reps promised a March ship date at that point, but the refreshed model appears to have been worth the wait, with a 1.2GHz ARM Cortex A9 processor, quad-core ARM Mali-400MP graphics and support for Android 4.0 and Ubuntu, along with embedded virtualization clients for Windows, Linux and Mac.

There's a gig of DRAM on board -- up to 64GB of storage will come in the form of a bring-your-own microSD card. There's a 1080p-ready HDMI port at one end of the 3-inch stick and a USB 2.0 connector on the other side, along with a female micro-USB port for peripheral connectivity. Customers with pre-orders in Scandinavia (FXI is based in Norway) should expect their $199 Cotton Candy devices by the end of the month, while those in the rest of the world (including the US of A) will need to hang tight until the end of the summer. There's a MWC-era hands-on awaiting you just past the break.

Special Planning Law: Special Education Status Can Override ...

Yesterday a parent called me in a panic because his elementary age child with PDD was being bullied. ?It wasn't the bullying that had this parent all riled up, although the bullying was a concern. ?Rather, the truly upsetting issue for this parent was a brand new school district policy on bullying that required a student found guilty of engaging in bully behavior to be transferred to a different school AS WELL AS the student who complained of the bullying. ?

You read that correctly. ?

The school district policy states that both the bullying student and the student being bullied will be transferred out of the home school. ?Not to the same school, but no one gets to stay. ?

I can think of lots of reasons this policy is bad. ?But for our special kids, it can be especially problematic. ?Our special needs kids may have trouble wiht transitions, difficulty making new friends, lack of understanding about why they are having to transfer. ?

The good news is that the school placement of a child in special education is determined by the ARD committee that develops the educational plan. ?Where the student is educated is part of the committee's responsibility to decide. ?This means that if the committee determines that a student needs to stay put in the same school, classroom, etc, considering all other relevant factors, then the committee writes that into the education plan and the school district must follow it.?

Bottom line: ?ALL decisions involving the placement or change in placement of a special education student MUST involve the ARD committee.?

Payday Loans Offer Great Financial Solutions | Millionaire Article ...

?

Applying for and receiving payday loans is now much easier than in the past. At one time if you were in need of a payday advance it was necessary to visit the lending institution in person and submit a check from your bank account. The faxing of documentation was also a common requirement when applying for a cash advance until your next payday. Due to advances in technology those requirements are no longer necessary, and you can apply online for the fast cash you need in only a matter of minutes.

Cash advances can prove to be beneficial in a variety of circumstances. During a difficult economy many people find it hard to get by until they receive their next paycheck. Difficult financial circumstances can be further compounded when you are faced by unexpected expenses. Traffic or speeding tickets, sudden medical bills, auto or home repairs, and even special occasions can all cause financial problems. Whatever the reason may be for needing a little extra cash to help you get by until your next payday arrives, a cash advance can provide much needed relief.

Applying for a cash advance literally only takes a few minutes. The entire application can be completed online from the convenience of your home or office. In addition, you can apply for the cash you need at any time of the day or night. Take a few minutes during your lunch break or handle it when you get home from work. Convenience is one of the key benefits of applying for a payday advance online.

You will typically need to answer a few questions when applying for your cash advance in order to determine your eligibility for the loan. One of the great benefits of a cash advance is that you do not have to worry about being rejected because of credit problems. You can still be approved for a payday advance even if you have poor credit, a bankruptcy or a foreclosure on your credit record. Even so, there are a few requirements you will need to meet in order to be approved for a cash advance. Most lenders will require that you have a source of income. This does not necessary mean that you need to be employed, but you do need to be able to demonstrate that you have a regular source of income that will allow you to pay back the loan. Also, you typically need to have a bank account that allows for electronic deposits and withdrawals. This will facilitate the deposit of your loan proceeds, and it will allow you to make your loan repayment electronically on the due day. You also must be at least 18 years of age in order to qualify for a cash advance.

When applying for cash advances you should be prepared for the fact that a finance fee will apply to the loan. This is no different from any other type of loan. The total amount of the finance fee will depend upon the amount of money borrowed and the length of the loan. The precise terms of cash advances usually vary per lender. This includes the amount of money you are allowed to borrow as well as the total term of the loan. When handled responsibly and knowledgeably, payday loans can be a convenient solution to your short-term money problems.

Survivor Winner Crowned, New Season Announced

It was ladies night on Survivor: One World yesterday, as five women battled for the $1 million grand prize on the season 24 finale.

But - no offense to Chelsea, Sabrina, Alicia or Christina - these final few episodes have really been all about Kim Spradlin, who dominated as few before her have, earning the votes of the contest-filled jury AND the $100,000 reward as the Fan Favorite.

The only question isn't whether Kim deserved to win it all, but where she now ranks among all-time Survivor greats such as Boston Rob (Survivor: Redemption Island), Brian Heidik (Survivor: Thailand) and Tom Westman (Survivor: Palau)?

Jeff Probst, meanwhile, announced that season 25 would take Survivor to the Philippines, where three previous contestants who left their editions early due to injury will return. Watch a preview for what's to come and then read an extended Survivor finale review at TV Fanatic:

Microsoft to offer $15 Windows 8 upgrade, when you buy a Win7 PC

Microsoft offers $15 Windows 8 upgrades

In need of a new computer, but holding out because you don't want to be saddled with a last-gen OS when Windows 8 lands? Worry not potential consumers, Microsoft plans to offer a cheap upgrade path to its latest and greatest if you buy in now. Well, not now, but soon. Starting June 2nd Redmond will offer a $15 upgrade from Windows 7 to Windows 8 Pro. Mary Jo Foley first reported the deal last week, but wasn't able to put a price on the offer. Now, Paul Thurrott is filling in those blanks. For $14.99 any new PC purchaser will be insured against the coming Metro revolution. This is hardly a new tactic for Microsoft, which has used similar deals to try and stave off steep drops in computer sales as the release of a new OS approaches. The only question we have left is, why the push to Pro? Though, far be it for us to look a gift horse in the mouth.

Nick Diaz no shows for grappling superfight, Facebook post blames ?shady promoter?

Suspended UFC fighter Nick Diaz was supposed to take on BJJ star Braulio Estima in a grappling supermatch in California Saturday. Diaz was supposed to show his grappling chops off in a match against one of the world's best jiu-jitsu players. He was supposed to donate his entire purse to St. Jude's Children Hospital.

Most importantly, he was supposed to show up for his first competitive match-up since being suspended by the Nevada Athletic Commission for a positive marijuana test after losing to Carlos Condit in February. He didn't.

Diaz never showed up to the World Jiu-Jitsu Expo in Long Beach, where the bout was scheduled to take place. Estima was reasonably steamed for the no-show.

"I know he's supposed to be the big MMA bad guy and he's all tough, he's supposed to be showbiz, but what is this?" said Estima. "When you make an announcement that you're going to fight for charity and you don't show up, what the hell is going on? It's not about showbiz. It's about being a good person. I don't know what is going on."

The Facebook page that purports to represent the Diaz brothers had this post on it early Sunday morning:

Promoter fails to donate the money to charity as agreed. (shady) Promoter changes rules for weigh ins to accommodate fellow Brazilian
Match ain't happening

When Estima communicated with the WJJE organizers that he couldn't get down to the agreed-upon 180-lb. weight limit, they renegotiated the weight to 185 lbs. Diaz's camp agreed to the weight change ahead of time. As for the donation, could Diaz not have deposited his purse into his account and then write a check to St. Jude's? Taking five minutes to make the donation himself surely would have been better than depriving the hospital completely.

And if he really made the decision not to show up because of the promoters, he should have communicated it to his fans well before they spent $12.95 on the live stream of the event. That decision would have truly hurt the "shady" promoters in their wallets.

Instead, Diaz again decided not to show up for a commitment. In October, he skipped out on several media opportunities before his planned title fight and was removed from the bout. Again, he bizarrely blamed everyone but himself.

At this point, Diaz not following through on his commitments is par for the course. The MMA world shouldn't expect anything else.

Warren Buffett Is A Punk

WarrenWarren Buffett is like my ten year old. When she gives me some BS story about something she needs or something she is suggesting there's always a good reason for it. But whenever there's a good reason, there's always a real reason. And the two are starkly different. My job is to figure out the real reason while horse vomit is still spitting out of her ten year old mouth. With Buffett it's the same. He's like this saintly investor who can do no wrong in the public perception.? He's America's grandpa investor, filled with sexual innuendos made honest and funny in that way that elderly people can transform ancient history into metaphor. And while he's talking and you're smiling, he very quietly tries to put his hand in your pants, on your wallet. It's all innocent. Until you realize he just got more rich and you got more broke. And then you're in handcuffs. And then you're dead.

The Weekend Watch: de Grisogono Meccanico dG Watch Hands-On

de-grisogono-meccanico-watch-2In the watch world the Meccanico dG watch is a bit of a legend. Originally debuted back in 2008, it helped bridge the gap between modern tech toys and high-end mechanical watches. The all-mechanical design features dual time displays. One, a standard analog dial. Second, a digital display that uses countless small parts to indicate a second time zone like the piece's electronic cousins. Incredibly complicated, the Meccanico dG brought new people into the world of high-horology that previously would not pay attention to what they might have considered stuffy mechanical toys for traditionalists.

Happy Mother's Day From Justin Bieber, Taylor Swift

Above the Buzz rounds up the best pop songs praising mom.
By Jocelyn Vena

<P>Mother's Day is just around the bend &#8212; Sunday, to be exact. If you're reading this and that's news to you, you might want to order your mama some flowers and read on for some awesome mixtape song selections courtesy of <i>Above the Buzz</i>.</P><P>Pop music has had a longstanding tradition of cranking out tunes that pay homage to the most important woman in everyone's life: mommy dearest. How could you not look to mom for musical inspiration? She loves you unconditionally, pushes you to be your best, is an awesome shopping buddy and, at one point, let you make that terrible decision of rocking blond highlights back in high school when you really had no business being blonde.</P><P>Basically, she's your friend until the end. So, hit record on your boom box and collect these tunes to let mom know how much you love and appreciate her. (And, yes, I am writing this column from a random Mother's Day in the '90s when people still recorded mixtapes off boom boxes.)</P><P>In 1999, <a href="http://www.mtv.com/music/artist/backstreet_boys/artist.jhtml">the Backstreet Boys</a> released a sappy ballad titled "The Perfect Fan." With touches of gospel on the track, the sentiment thanking their moms for always being supportive reaches it crescendo when the fivesome declare, "I wanna thank you for what you've done/ In hopes I can give back to you/ And be the perfect son." Writing a song about your mom, boys, is certainly a good start.</P><P>Years before BSB dropped their mommy ode, <a href="http://www.mtv.com/music/artist/boyz_ii_men/artist.jhtml">Boyz II Men</a> released "A Song for Mama" in 1997. In the deeply emotional ballad produced and written by Babyface, the guys praise their mamas for showing them the right thing to do. "You're always there for me/ Have always been around for me, even when I was bad/ You showed me right from my wrong/ Yes, you did," they sing. And, we swooned.</P><P>That same year, <a href="http://www.mtv.com/music/artist/spice_girls/artist.jhtml">the Spice Girls</a> released "Mama." Lyrically, it is a bit different from the tracks the boys released. The song is about the girls' growing relationships with their moms, who went from their biggest enemy when they were teens to being their best friends as adults. The ladies sing, "Back then, I didn't know why/ Why you were misunderstood/ So now I see through your eyes/ All that you did was love."</P><P>An equally touching ode from <a href="http://www.mtv.com/music/artist/aguilera_christina/artist.jhtml">Christina Aguilera</a>, "Oh Mother," delves into a more serious topics than those other tracks. Released in 2006, the song reflects on her mother's abusive relationship with her father. The song is incredibly personal, relaying some details about watching her mother get abused. But, in the end, she wants her mom to know this: "So mother, I thank you/ For all that you've done and still do/ You got me, I got you/ Together, we always pull through."</P><P>On the other side of the emotional mom rollercoaster is <a href="http://www.mtv.com/music/artist/swift__taylor/artist.jhtml">Taylor Swift</a>'s "The Best Day," which she dropped in 2008. The track is a mid-tempo jam about all the awesome things her mom does to make her feel better when she's low and all the things her mom taught her. "I know you were on my side even when I was wrong/ And I love you for giving me your eyes/ For staying back and watching me shine/ And I didn't know if you knew, so I'm takin' this chance to say/ That I had the best day with you today," she sings. You said it for all of us, girl!</P><P>With a new Mother's Day upon us, <a href="http://www.mtv.com/music/artist/bieber_justin/artist.jhtml">Justin Bieber</a> is getting in on the action with his new track "Turn to You." Given the tradition he's following in, it's a nice sentiment from a boy who truly loves his mom. And, there's nothing more adorable than a pop star who knows where it's at.</P><P>Because we know where it's at, we have this final message: Happy Mother's Day, mom! All these songs say it all and so much more. You rock! Now, go tell your mom how you feel about her &#8212; she deserves it.</P><P><i>What's your favorite track showing love for mom? Share your pick below!</i></P><P><center><a href="http://www.mtv.com/photos/?fid=1617615"><img src="http://www.mtv.com/news/photos/s/spotted/banner/spotted.jpg"></a></center></p>

Samsung Omnia M revealed for Europe: 4-inch Super AMOLED and some software extras

More new Windows Phones, this time for the old continent. Instead of the Focus 2, Samsung announced that the Omnia M will take its place in Europe and it's looking an awful lot like its predecessor -- although we're a bit concerned the build quality may not match its older brother. With a 4-inch Super AMOLED display, and 1GHz processor, the Omnia M should be more than up to the task of dealing with Windows Phone, alongside some Samsung-specific software additions, including AllShare and its own cross-platform ChatON messenger app. A front-facing VGA camera will also link up with Samsung's own video-call features, while a 5-megapixel sensor is in charge of primary camera functions. The company says the phone will roll out to other regions following its European launch, although it's keeping quiet on whether a visit to the US is on the cards.
