Why Location-Based Services Will Create Multiple Winners At The Application Layer

compassLocation, location, location. Whether you?re a real estate agent, a traveler, or building mobile applications, location matters a great deal. As far as phone sensors go, the GPS sensor appears to be one of the most coveted by developers, after the camera. For a consumer, the trade is quite simple: offer your location at a specific point in time, or your patterns, and in exchange for that information, an application will offer you something -- a deal, a coupon, or information about who and/or what is around you. It?s been chronicled before, but bears repeating: In the great race to grab a person?s location, there are many entities who could already map out interesting -- and spooky -- data about our whereabouts. For those of you using plastic to buy things, your credit card companies know where you purchase items, and for those living in the future with Square Card Case, they know, too. The cell phone carriers that charge you monthly fees for questionable signals certainly know your location, as do the handset makers and those who make operating systems on those phones. And, the big social networks -- Facebook and Twitter -- know our whereabouts, as well, capturing data about us everytime we log a status update on the go.

You may have noticed that HP unleashed a torrent of laptops today, but at the heart of it all, even more crucial than those Ultrabooks and business laptops, are the notebooks Hewlett-Packard plans to sell to college kids during the all-important back-to-school season. This go-round, the company's redesigned both its mainstream Pavilion dv series, as well as its entry-level "g" laptops, though the range of sizes (14 to 17 inches) is pretty predictable. In addition, the outfit also introduced the Pavilion m6, a slim 15-incher that isn't technically an Ultrabook, but nonetheless joins a growing group of thin-and-lights with unexpectedly large screens. Throughout, as you'd expect, HP's refreshed its laptops on the inside too -- namely, with newer Intel and AMD chips, along with fresher GPUs. Britney Spears, Jessica Simpson And The Art Of The Second Act

Above the Buzz examines how these former pop princesses serve as examples of how stars can re-brand themselves again and again.

<P><P>Both <a href="http://www.mtv.com/music/artist/spears_britney/artist.jhtml">Britney Spears</a> and <a href="http://www.mtv.com/music/artist/simpson_jessica/artist.jhtml">Jessica Simpson</a> dominated headlines this week. Not since the late '90s have these two duked it out for so much media coverage.</P><P>However there's a remarkable difference in what's happening today to what was happening then: Then, everyone was talking about their music and their pop star personas. Where Britney was a Lolita who proclaimed virginity while dancing provocatively in belly-baring tops, Jessica was innocent and sweet and didn't dare anger her minister daddy. Jessica released songs that put her big voice on display, and Brit focused on songs that put eyes on her dazzling dance moves and her ear for dance beats.</P><P>A lot has changes in the years since then. What's interesting is that, despite their seemingly different personalities, in retrospect, they have a lot more in common than was initially apparent: They are both down-home country girls who have built empires that few can touch. Both have had very public career highs met with very public personal lows. Both have loved <a href="/news/articles/1683993/boy-band-allegiances.jhtml">boy banders.</a> Both have even documented their lives on reality shows, albeit with very different outcomes.</P><P></p><div class="player-placeholder right" title="'We All Are Authentic'" id="vid:493178.id:1633959" width="415" height="255"></div><p></P><P>With almost 15 years separating the women they are now from those girls they were then, it seems they are looking to change it up.</P><P>At a time where the pop world is filled with plenty of younger pop princesses looking for their time to shine, Britney and Jessica seem comfortable enough with their own musical legacies to let them all have their moments. And, they should be at ease. They have both been incredibly successful in that world, having sold millions of albums, had huge radio singles and made music that is uniquely their own. And while Simpson has let her music take a back seat to other projects in the past few years, Spears is still a working singer who sells out tours and tops the charts.</P><P>These days, Jessica seems focused on maintaining the post-pop star second act she launched several years back. She's a fashion mogul with a billion-dollar empire that has outfitted fashionistas with reasonably priced essentials like platforms and bags. She also judges up-and-coming fashion talent on NBC's "Fashion Star," sharing with new designers her own wisdom on breaking into the industry. But, always savvy enough to keep people guessing, she's expanded her brand even further.</P><P>Now, she is also the latest <a href="/news/articles/1684326/jessica-simpson-baby-beyonce.jhtml">mommy mogul</a>. Jessica just added another gig to her post-pop star career &#8212; that of the A-list mom. Just this week, she welcomed her first child, <a href="/news/articles/1684216/jessica-simpson-baby-girl-maxwell-drew-johnson.jhtml">Maxwell Drew</a>, into the world. We expect she'll use that experience to re-launch herself yet again. We should expect fashion lines for stylish toddlers. And who wouldn't want to see a reality show that follows the new mom and her family?</P><P>It seems that, like Simpson, Spears might be looking to take a break from music for a moment. Having already given birth to two sons and tried her hand at the worlds of fashion and beauty, Spears is now a frontrunner to <a href="/news/articles/1684320/x-factor-judges-miley-cyrus-britney-spears.jhtml">judge "X Factor."</a> Her own experiences in the industry certainly make her the perfect candidate to give advice on the ups and downs of pop superstardom. She's experienced both with the entire world watching. While Spears' other projects (clothing line, fragrances) have generally been overshadowed by her music career, this rumored gig might be the first one to take the attention away from her pop fame while using it for all it's worth.</P><P>Spears is probably up for the gig because she is basically the heir to the <a href="/news/articles/1681693/madonna-above-the-buzz-pop-queen.jhtml">Madonna legacy</a>. She truly understands how to be a pop star. And the rumors that she might join Simon Cowell on the show seem to be intriguing Spears' critics and non-devotees more than anything she's done in the past few years. Spears might have found her perfect next chapter.</P><P>Right now, it's unclear how these new career paths will shape the future for Simpson and Spears &#8212; musically and otherwise. But, as has always been the case for them, no one doubts they will redefine what it means to be a female pop star. They are women who aren't willing to go quietly into the night. California agency ripped over disparities in autism spending

California lawmakers and advocates for children with autism assailed the state Department of Developmental Services during a hearing Monday over the deep racial and ethnic disparities in how it spends money on the disorder.

"Families that are already the most disadvantaged get the least," Martha Matthews, an attorney for the advocacy group Public Counsel, testified before a panel of legislators in Sacramento. "This is exactly the opposite of what it should be."

State Sen. Darrell Steinberg, who heads a committee on autism, called for legislation to provide greater accountability in the $4-billion-a-year entitlement program for people with developmental disabilities. Autism now accounts for about a quarter of the 252,000 people in the state system and 45% of all new disability cases it accepts. Budgets have not kept pace.

Steinberg ordered the hearing in response to articles in The Times documenting how obtaining help for an autistic child can require waging battle against the gatekeepers of state services. Parents with the time and resources to fight receive significantly more, resulting in enormous racial and socioeconomic disparities.

It is not uncommon for autistic children from affluent families to receive 25 hours a week of one-on-one behavioral therapy. Advocates for poorer families, on the other hand, said parents aren't necessarily even told what public services are available.

Matthews recounted the case of a severely autistic 6-year-old boy whose parents, a laborer and a seamstress who speak only Spanish, asked for individual behavioral therapy. The request was denied, despite a doctor's insistence that it was necessary. Instead, the state provided a month's supply of diapers, bus passes and 10 group classes in behavior management.

"This is such a hellish nightmare," state Sen. Mark Leno responded.

In its December series, The Times found that for autistic children ages 3 to 6 ? a critical period for treating the disorder ? the Developmental Services department spent an average of $11,723 per child on whites in 2010, compared with $11,063 on Asians, $7,634 on Latinos and $6,593 on blacks.

"Black and brown children are discriminated against," testified Areva Martin, a Los Angeles lawyer who runs the Special Needs Network, which advocates for poor minority children. "Parents should not be expected to sell their homes, quit their jobs and relocate to access services."

State money for the developmentally disabled flows to service providers through 21 nonprofit regional centers, which decide whether a child has a qualifying condition and what services to provide. Services are free for life, regardless of a family's means. In principle ? but not in practice ? everybody has the same opportunity for help. Regional center officials testified that the state budget crisis has worsened long-standing inequities.

Harried case workers have less time to find "creative solutions," said George Stevens, head of the North Los Angeles County Regional Center. The process used to award services is "slowly crashing down on clients it was intended to serve," he said.

Dexter Henderson, head of the South Central Los Angeles Regional Center, said many families in his largely impoverished area did not aggressively pursue services and the regional center "has zero dollars to advertise" them.

In 2010, the center spent an average of $1,991 on each autistic child age 3 to 6 ? the lowest in the state. The center in Orange County had the highest average spending, at $18,356 per child.

Terri Delgadillo, head of the state Developmental Services department, testified that regional center budgets eventually will be set so that similar amounts of funding are available for clients with similar needs.
